The citizenship test changed in 2025. Here's exactly what's new.
If you filed Form N-400 on or after October 20, 2025, you take the new test.
Filed before October 20, 2025? You take the 2008 version — 100 questions in the bank, 10 asked at interview, 6 correct to pass.
The full 2025 USCIS civics dataset — Form M-1778, September 2025 revision. Most online citizenship test resources still use the older 100-question list and haven't updated to the current version. CitizenIQ has all 128.
20 of the 128 questions are in the senior exemption set — if you are 65 or older and have been a permanent resident for 20+ years, you only need to know these 20. They're clearly marked.
A structured path through all 7 civics categories
The USCIS civics test draws questions from 7 topic areas. CitizenIQ sequences them from foundational to specific — you unlock each category as you build mastery.
What actually happens at your citizenship interview
Understanding the format removes anxiety. Here's exactly what to expect on the day.
Oral, not written
A USCIS officer asks questions out loud. You answer verbally. There is no written exam, no multiple-choice sheet, and no computer. The only writing involved is one English sentence.
20 questions, 12 to pass
The officer asks up to 20 civics questions from the 128-question bank. Answer 12 correctly and you pass. The officer stops as soon as you pass or fail — you may not be asked all 20.
English reading and writing
You will read one sentence aloud in English and write one sentence. Applicants who qualify under the 65/20 senior rule are exempt from the English portion entirely.
One retest if you fail
If you fail, USCIS schedules a retest within 60 to 90 days. Pass the retest and your application continues. Fail the retest and your N-400 is denied — but you can reapply.
Special rules if you qualify
Age and length of residency can significantly reduce your test requirements.
Study only 20 questions instead of 128. Officer asks 10, you need 6 correct. English test fully waived.

Built for every state in the union
Four USCIS civics questions have answers that change based on where you live: your U.S. Senators, your U.S. Representative, your Governor, and your state capital. These are also the questions most people skip when studying. They assume they'll remember. They often don't.
- Type your state's answer — senators, representative, governor, and state capital
- Direct links to senate.gov, house.gov, and usa.gov so you confirm current officials before your interview
- Location-based questions are clearly flagged so you know to verify before your interview
- Memory anchors throughout — short mnemonics to help names stick, not just facts
